Defining Access and Functional Needs

The concept of planning for our citizens with what we used to call ‘special needs’ is evolving. Narrow definitions of who may need assistance during an emergency are expanding. There are many people with activity limitations who are not disabled, but have access and functional needs.

This is why we are moving beyond thinking of people with special needs. They make up a sizeable portion of our community and simply must be accounted for as a regular part of emergency preparedness and planning.
