This Access and Functional Needs Transportation/Evacuation Planning Toolkit is the result of a six-month planning initiative funded by the US Department of Homeland Security and administered by the California Office of Emergency Services Office for Access and Functional Needs (Cal EMA OAFN) and executed by the contractor Nusura, Inc.

The content of this document is based on industry best practices identified by Cal EMA, the contractor, and the hundreds of individuals who participated in the pilot planning initiative in Kern, Orange, Sacramento and Tulare counties.

Particular recognition should go to Richard Devylder and Debbie Bussard with the Cal EMA Office for Access and Functional Needs for their efforts in managing an initiative that moves the entire industry forward.
